Based on an inspection performed July 25, 2005, the following observations were made:
1.
A concern has been expressed regarding moisture in the concrete basement floor.
2.
A question was raised about the origin of the moisture.
3.
The concrete floor was previously covered with carpet that has been removed.
4.
There is a small dehumidifier in place to help remove moisture from the air.
5.
The heat in the unit has been turned off during the winter.
6.
A joint is exposed where the concrete floor meets the foundation wall. That is a normal occurrence where a slab meets a wall and is not a structural failure.
7.
There was a dark spot in the concrete that indicates the presence of moisture. The perimeter of the dark spot was turning lighter indicating that the moisture was leaving the concrete.
8.
The climate conditions in the unit have not been stable, meaning that when left cold no moisture is removed from the air and in the summer the air contains a lot of humidity. Both carpet and concrete will absorb moisture as the building elements attempt to reach a neutral environmental condition.
9.
It is not believed that there is any water coming from beneath the concrete slab that is affecting the building. The moisture in the concrete is undoubtedly being absorbed from the air in both the summer and winter conditions.
10.
There does not appear to be any building failure, however, it is suggested that dehumidification continue and that the building be kept at 50 degrees F during the winter months. If the concrete is to be covered, it is suggested that it be sealed to prevent the absorption of moisture before installing the covering. If rugs are placed over the concrete, it is suggested that they be removed when the unit is not in use.
